CINC --- SHVAICHENKO, Andrey, Lt Gen (appointed 08.2009). Ex CINC SOLOVTSOV, Nikolay Yevgen'yevich, Col-Gen, appointed (ITAR-TASS, 27 Apr 01).
As for April 2005 Strategic Missile Troops (RVSN) included 13 missile divisions.
The basic tactical unit - "divizion". Number of personnel: 160.
Division includes MIOBD (engineering vehicle ensuring combat maintenance standby i.e. Ural with windlass and set of the modules for preparing platform for launch on loose and boggy soil), communication vehicle (its presence makes division tactical unit). Besides, prescribed BTR with guard branch.
The Regiment consists of three divizions (9 launchers). In combat duty on terrain stands one divizion, the second is on duty located in protected Krona airshed (concrete hangar with expanding roof) and the third divizion passes the planned technical maintenance. Thereby, constantly combat ready are 6 launchers out of 9.
Combat duty on terrain is produced either by separate launcher, or (as a rule) by divizion. In suburbs of the base, along specially constructed roads staff plans suitable positions for combat duty. Getting information about satellite "window", launchers move to planned positions i.e. process of the moving itself by satellite is not traced. The only way to trace relocation is agent intelligence that in Siberia, where most launchers are based makes it practically impossible. Furthermore, there is spetznaz company which ensures the protection of launchers during relocation and combat duty. Upon arrival, launcher turns around and makes calculations towards terrain. The duty is produced without lifting the dart of transport, due to the system of targeting (it is able get targeting in horizontal position). Topol's targeting system is very progressive, practically, flight task is recalculated on the course of flight, depending on position of missile in space. Other advantage is a possibility of launch from any point of the route, due to keen inertial navigation system. Time of duty is about 1-2 weeks then divizion is replaced. Theoretically, after performing the task (launch), launcher must return to base and renew armament. According to US sources there're no more than 25% of lunchers positions known.

"Of the 19 divisions that made up the Strategic Missile Troops in 2000, today there are just 10 left. Strictly speaking, only two combined units -- the Tatishchevo Division (Saratov Oblast) and the Uzhur Division (near Omsk) -- can be described as combat-ready. The eight others have already become storage depots for arms and hardware or will become that in the foreseeable future. . . .The Chita large strategic formation has already died a death and a similar fate also lies in store for the Orenburg army. And that represents no more and no less than a whole six divisions -- at Kartaly, Nizhniy Tagil, Yoshkar-Ola, Bersheti, Yasnoye, and Yurye" (Moskovskiy Komsomolets, 14 Mar 02).
["PERM, Eastern European Russia. Feb 22 (Interfax-AVN) - The disbandment of units of the Ternopil-Berlin missile division headquartered in the Perm region started on Friday in accordance with the Strategic Missile Forces (SMF) reform program, a spokesman for the division headquarters told Interfax-Military News Agency. One of four regiments of the division stopped accomplishing combat duties and the first section of the railway missile system was sent for scrapping. The division was established 40 years ago and has been awarded Orders of Bohdan Khmelnytskyy and Red Star. Ever since its establishment the division would get the most latest missile systems, and in 1988 it started to commission railway missile systems which are practically impossible to track even from satellites. "In spite of the fact that the unit's disbandment is a decided matter, many of us doubt if the decision is timely," division commander Major General Boris Sinenko said" (Agentstvo Voyennykh Novostey, 22 Feb 02).] [NOTE ON COMMAND AND CONTROL. SERGEYEV: "The RVSN is the only branch of the Russian Armed Forces where both the weapons and the troops are commanded by the President and the Defense Minister. The President can give an order to each launcher, setting target designations for each warhead."
